Despotism - Rule by a single leader, all his or her subjects are considered his or her slaves.
Dictatorship - Rule by an individual who has full power over the country.
Federal Republic - a state in which the powers of the central government are restricted and in which the component parts (states, colonies, or provinces) retain a degree of self-government; ultimate sovereign power rests with the voters who chose their governmental representatives

Due to the nature of government it easily can fall to have bureaucracy in its different institutions. As Wikipedia.com states, "Bureaucracy is an organizational structure characterized by regularized procedure, division of responsibility, hierarchy and impersonal relationships... In modern usage, bureaucracy often equates with inefficiency, laziness, and waste."
Bureaucracy has become synonymous with unacceptable delay, especially if it's something concerning different paperwork in government institutions. People have to wait in line for hours; some simple things become even more tedious for someone already fed up by the wait. Most people see it as laziness or inefficiency that their concern can't be taken care of right now.
The only sure bulwark of continuing liberty is a government strong enough to protect the interests of the people, and a people strong enough and well enough informed to maintain its sovereign control over the government. - Franklin Delano Roosevelt
